The Nahdlatul Ulama (NU) Muktamar is the highest deliberative forum of the jam'iyyah, not merely a leadership election. It must serve as an instrument for actualizing the muassis' mandate in the Muqaddimah Qanun Asasi especially brotherhood, compassion, unity, and the outward-inward bond among members articulated through Mabādi' Khaira Ummah: ash-shidqu, al-amānah, al-'adālah, at-ta'āwun, and al-istiqāmah, culminating in amar ma'ruf nahi munkar. This article analyzes the essence of the NU Muktamar through maqāṣid al-syarī'ah in addressing money politics, position contests, external intervention, information manipulation, and restrictions on participants' freedom. The findings show that the Muktamar is a wasīlah for improving management to carry out the amanah of khidmah, not a means to "fix" NU whose foundational values were inherited from the muassis. Money politics and power manipulation contain mafsadah against amanah, justice, freedom, dignity, property, unity, and leadership legitimacy. Conversely, a Muktamar based on syūrā, honesty, amanah, justice, freedom, brotherhood, transparency, and program orientation actualizes jalb al-maṣāliḥ wa dar' al-mafāsid. The article offers the concept of Muktamar Maqāṣidī, integrating procedural and substantive legitimacy based on maslahah. Success is measured not by who wins, but by whether the process and results produce trustworthy leadership, preserve unity, generate maslahat programs, and strengthen NU's khidmah for the ummah, nation, and humanity
